Fact 1:
Under his administration at the Servicio Nacional de Caminos (SNC), Jose Maria Bakovic built more roads in 4 ½ years than what Bolivia had built in its past 46 years. He managed the construction of over 3,000 Km of roads. This is the equivalent of a road linking Canada with Cuba all along the eastern coast of the USA. This fact can be confirmed by the World Bank, the Inter-American Development Bank, the United Nations and the European Union –all lenders and donors to Bakovic's administration at the SNC.
Fact 2:
Bakovic did have a heart condition and he was 75 years old. This is why government doctors (forenses) from Cochabamba had forbid him to go to La Paz (altitude: 12,000 feet over sea level). However, in violation of Bakovic’s human rights, the Government asked a new set of doctors from Sucre to override the diagnose from the Cochabamba doctors and ordered him to attend a hearing in La Paz where he got a fatal heart attack. Fact 3:
In early March 2006, with just 3-months in office, the Government of Evo Morales incarcerated Bakovic, for 21 days, without any due process on what human rights groups claimed a violation of Bakovic’s right of presumed innocence until proven guilty. For almost 8-years, the Government of Evo Morales judicially persecuted Bakovic with 76 cases against him trying to figure out why they put him in jail in the first place.
